Case Study 5

CoA Project SEA 2000
Safety Engineering in Maritime Operations

Empirical Solutions is engaged in CoA Project SEA 2000, aimed at rapidly procuring sea mines as part of Australia’s strategic defence capabilities. This initiative, highlighted in the 2020 Defence Strategic Update, seeks to deliver a 'significant' deterrent effect for the nation.

To support this project, Empirical Solutions has been engaged to provide a Project Test and Integration Manager (PTIM) to oversee the testing and integration of the new sea mine capabilities, sourced from a European supplier. A key factor in our resource being selected for this role was their strong background in Safety Engineering.

The PTIM was responsible for developing a comprehensive testing strategy, establishing safety protocols, and ensuring compliance with Defence safety regulations. By coordinating with defence personnel and industry partners, the PTIM facilitated the seamless integration of the new capability into existing operational frameworks.

A key achievement was the establishment of a safety management system that adhered to the highest safety standards throughout the procurement and integration process. Extensive risk assessments were conducted, and mitigation strategies were developed to address potential hazards associated with sea mine deployment. The PTIM also validated the performance and safety of the sea mines through rigorous testing phases, ensuring the new capability was both effective and safe for maritime operations.

Through this engagements, Empirical Solutions has demonstrated the critical role of safety engineering in enhancing Australia’s maritime capabilities. By focusing on strategic project management, effective communication, and rigorous safety protocols, the organisation has significantly contributed to the safety and sustainability of vital defence assets. This highlights the importance of collaborative relationships and a strong commitment to safety in achieving successful outcomes in maritime operations.
